What is average ? Whatever your criteria I'd wager nowhere near 15 secs for 100m !

I would say an "average", generally fit and healthy person who gets regular exercises might run 100m in 15 seconds. If you took the whole population of people who could theoretically make the distance, i would wager the average time would be a hell of a lot longer. Every teenager should be able to run 100m in 15 seconds. when I was doing track and field at school, the slow, unsporty kids would finish in around 16 seconds. the top boys were close to 12 seconds dead.
