Hi guys, i am new to running. And there's a test to clear in running.

1600 metres in 6:30 mins. This is the challenge.

And I could do now is 700 metres in 8 minutes. Slow jogging. My chest starts to burn and short of breath. I am a little fat.
I have 11 months to achieve this.

Can you tell how to achieve this. Exercises, diet or anything else that you can point out.

700m in 8 minutes is 18:17 for 1600m, to get to 6:30 is a big ask.
What is your current training schedule?

Try the 'NHS couch to 5k' app, its as good as any other.
When you are a beginner, there is no need to run with any sort of speed. Try to go sufficiently slowly that you do not get out of breath for as long a period as you can. When you are breathing heavily, walk.
