Motivation for that distance should come from within. If you are not already running have a read of the beginners sticky for an idea of how to start out. That should get you to 1.5 miles and regular running will get your time down.
i think as Hrun says... most clubs will be looking at running 6+ miles on an evening... although you could try looking to a full on athletics club that does more track work? but then if your target time is to be completed outside then u need to run on the roads
